Add suspend functionality to Scan and ScheduledScan resources
Behaving similarly to kubernetes jobs and cronjobs which have the same functionality

My current use case for this is to create a Scan for which I also want to create a restricted NetworkPolicy.

This should then allow me to:

• Create Scan with suspended: true
• Create NetworkPolicy for the specific scan with a ownerReference for the scan (to ensure auto-cleanup)
• Unsuspend the Scan

Checklist

• Test your changes as thoroughly as possible before you commit them. Preferably, automate your test by unit/integration tests.
• Make sure that all your commits are signed-off and that you are added to the Contributors file.
