Summary

Inspired by #31087, I think it could be nice to have a an option to trigger verbose tests - either via label or commit message. Mostly thinking it'd be useful either when the test that's failing is one that's environment specific or when helping newer contributors debug their PRs.

Proposed fix

Add a trigger - label or commit message - to turn on verbose test reporting. ETA: Possibly both so folks w/o triage permissions can turn it on & so folks w/ triage but w/o push permissions can turn it on (and maintainers get a fast path).
